Under Section 33 of the FOI Law you may apply for an internal review of a decision by a public authority for:

(a) refusing to grant access;

(b) only granting partial access to the record(s) specified in your application;

(c) deferring the grant of access to the document;

(d) charging a fee for action taken or as to the amount of the fee; or

under Section 33(2) refusing to make an amendment or annotation to a personal record.

 

You have 30 days from the date of receipt of this Notice to request an internal review by writing to the Director of WORC, Mr. Jeremy Scott (acting) at This email address is being protected from spambots. You need JavaScript enabled to view it. including:

 

(a) your name, address and telephone number;

(b) a copy of your Application and/or the Reference Number assigned to your Application;

(c) a copy of this letter; and

(d) if so inclined, the basis on which you are requesting a Review of the decision indicated.

 

If upon internal review, the decision is still not favourable to you, you have the right under section 42 of the FOI Law to appeal to the Office of the Ombudsman within 30 days of:

 

(a) the date of notification of the decision taken at internal review;

(b) a decision taken by a responsible Minister, Chief Officer or Principal Officer of the public authority; or

(c) the date on which you should have been notified of the decision(s)

referred to above but of which you received no notification.

Applications Being Processed by WORC during COVID-19

As a part of our continual adaption of our business processes due to COVID-19, Workforce Opportunities & Residency Cayman (WORC) has updated a number of our services. Applications will now be received and processed electronically. 

Additionally, the following documents are being waived until further notice:

  • Medical Questionnaire, X-Rays & Lab reports 
  • Police Clearance Certificates 
  • Newspaper Advertisements (Note: Job vacancies must be published via the JobsCayman portal and good faith efforts to employ a Caymanian on a priority basis must still be demonstrated).
  • Photographs
  • Cover Letter
  • Accommodation Form

The revised COVID-19 immigration application forms can be found on the WORC website www.worc.ky or can be requested by emailing This email address is being protected from spambots. You need JavaScript enabled to view it.

Applications for work permit renewals, temporary work permits, work permit cancellations, permanent residence 8+ year where a person final permit is expiring with a window of 30 days upon submission, and work permit variation to add or remove dependents will be accepted and processed. 

Employers with vacancies are required to post the position on the JobsCayman portal for no less than 14 days. To register with JobsCayman visit www.worc.ky or call 945-9672.

Work permit anniversary payments and Permanent Resident (PR) anniversary payments will also be accepted and can be paid using Electronic Funds Transfer and the instructions can be found on the WORC website.

Businesses or individuals who are applying for work permits will need to demonstrate the need and the ability to engage the employment of the worker given the current shelter in place provisions. Please note that priority will be given to essential workers needed.

Temporary work permits will only be granted for 3 months, with the possibility of an extension for another 60 to 90 days but no annual permits will be processed at this time.

All application submissions must include confirmation of payment via Electronic Funds Transfer (EFT). No application will be processed unless payment via EFT has been received. At the time of submitting your application, the filing fee, application category fee and all other supporting fees must be paid.

Refunds are now able to be processed by direct deposit and persons can complete the Direct Deposit Request Form found on the website.

Refunds given by direct deposit is preferred but collecting a check is still available, however, please note that given the Sheltering In Place order in effect, collecting a check option will be a delayed process. Checks are only printed once weekly and the window for pickup is 9am to 1pm Mondays through Fridays at the Government Administration Building on Elgin Ave.

For persons or businesses who need to submit payment to WORC, we request that you use Electronic Funds Transfer (EFT) through your bank's online services. Applications submitted to WORC will require payment and proof of EFT made.

 

Funds can be transferred via Domestic/Local EFT to CIG bank accounts held at RBC Royal Bank (Cayman) Limited, from account holders at any one the of the following Cayman Islands Class A Banks:

  • Cayman National Bank Limited

  • Butterfield Bank (Cayman) Limited

  • CIBC FirstCaribbean International Bank (Cayman) Limited

  • Fidelity Bank (Cayman) Limited

  • Scotia Bank & Trust (Cayman) Limited
The Caymanian Status and Permanent Residency Board may, upon application, grant the right to be Caymanian to persons in the categories below. For details on the requirements for each category, click on the appropriate link.

  • A child or grandchild of a Caymanian born in the Cayman Islands;
  • A person who is a British Overseas Territories Citizen by reason of a certificate of naturalization or registration issued under the British Nationality Act 1981 by virtue of his connection with the Islands. Possession of a British Overseas Territory Citizen/Cayman Islands (BOTC/CI) Passport is not conclusive proof that the holder is Caymanian;
  • A person who is married to a Caymanian;
  • A person who is the surviving spouse of a Caymanian;
  • A person who
    • has attained the age of seventeen;
    • has Caymanian Status which
      • will expire when they reach the age of eighteen; or
      • has expired as they have reached the age of eighteen; and
    • who has been legally and ordinarily resident in the Cayman Islands for at least five out of the seven years immediately preceding the date of their application for the continuation of the right to be Caymanian.

Persons who may apply to the Director of WORC for the right to be Caymanian

A person who

  • was born in the Cayman Islands between 27 March, 1977 and 1 January 1983;
  • is a British Overseas Territories Citizen by virtue of being born in the Cayman Islands; and
  • has resided in the Islands since birth save for absences abroad for purposes of education or medical treatment.

may apply no later than 21 December 2007 to the Chief Immigration Officer for the right to be Caymanian. The Director or WORC is required by law, save in exceptional circumstances, to grant such an application
